Yes. A bread knife can be sharpened, including most serrated bread knives. The method is simply different from sharpening a plain edge.

Why a flat whetstone is not enough
On a serrated edge, much of the cutting surface sits inside curved scallops. A flat stone mainly touches the exposed points rather than the recessed edge.
What tool is used?
A tapered ceramic or diamond sharpening rod can match different scallop sizes and lets you work each groove individually.
Which side do you sharpen?
Most serrated bread knives have the scallops ground from one side. Sharpen the beveled side and keep the flat back nearly untouched except for light deburring.
