For a water stone, using the surface too dry can reduce cutting performance and allow abrasive residue and steel swarf to load the surface. But “wet” does not always mean “soak.”

Water helps move loose abrasive and metal particles away from the sharpening area and keeps the stone surface working cleanly.
Do all whetstones need soaking?
No. Some stones are designed for several minutes of soaking; others are splash-and-go and need only surface water.
